that's traffic. back to you. >> thank you, elizabeth. work gets underway today to fix damaged fenders of the base of the bay bridge tower after a tanker hit it earlier this month. this job will cost millions of dollars. >> reporter: repairs could cost $3 million, and are expected to take months to complete. the big question now, who is footing the bill? right now the metropolitan transportation commission says there is enough money in reserves but they want the ship's owner to pay for it. osg ship management is the parent company. it was two weeks ago on january 7 a 472-foot oil tanker hit the bay bridge, there was heavy fog, visibility was 1/4 of a mile. however, the cause of the crash is under investigation. the vessel sideswiped the eastern most tower, no oil

spilled and nobody was hurt. the structure of the bridge was not damaged but the fenders were, made out of steel and recycled plastic. 40feet will be replaced, caltrans begins today, it should be complete in may. the search is on for two suspects in the shooting of an undercover police officer in oakland, the detective was hit in the arm before 6:30 as he sat in a car near seminary and bromley avenues. one suspect is now in custody the officer is expected to recover. >> a heated debate is expected at the meeting of the city council, the issue whether to pay a quarter million dollars to hire william bratton who led police departments in new york, los angeles and boston. he has strong supporters and critics and a history of reducing crime but some are concerned about his zero tolerance and stop and frisk

tactics. a meeting tonight talks about arming with police officers with stun gun, a pilot program would allow 100 officers to carry the tasers and would have special training to deal with mentally ill people. the question for football fans, are you going to the super bowl? cate cauguiran is in santa clara with details on getting seats to the superdome. you're going to pay a pretty penny if you get the tickets. >> reporter: check your bank statement before you make that type of commitment, michelle. what i do know is season ticket holders were automatically entered into a raffle. today the season ticket holders will get a chance to know if they were given the opportunity to be entered or basically to

walking away with a lesson after getting caught in waves at ocean beach. daniel rosen was surfing with a friend. to avoid being pulled out to sea by rip currents he climbed seal rock and his friend made it to shore around called for help. it was too dangerous for fire crews to get close to the rock. rosen had to jump back in and paddle towards them. rescuers did help him paddle past the break and then onto a waiting boat. thank goodness. amazing video. 6:15. let's get a check of the roads with elizabeth, a backup at the bay bridge. >> it's a big backup. if you're used to reaching the pay gates, we've got this. it's already stacked up through the macarthur maze. the problem was in our 5:00 hour, a stall and then what sounds like a minor fender bender, both simultaneous, on the incline section of the upper deck. that's gone. all lanes are now back open, but they turned metering lights

on a half hour ago. usually they turn them on now. obviously we've got a lot of wait in the cash and fast track lanes, 15 to 20 minutes to the bay bridge. it's slow going up the incline section out towards treasure island. give yourself extra time, or check out the san mateo bridge, conditions on westbound 92, the drive time is free and clear, 14 minutes out of heyward, headed towards foster city and the peninsula. you can use mass transit, bart so far on time. all trains running according to schedule. let's go to the maps and elsewhere, northbound 101 approaching julian and mckee is still sluggish in the northbound lanes. here is a live look at the milpitas commute, 880 free and clear. that's a check of your

focusing on evidence collection, police tape remains up looking for two armed suspects, one gun is recovered. they are towing a couple cars from the apartment complex. we've heard from police the injured officer was treated and released, investigating a series of shootings in this area, one that occurred on sunday, another a week before where five people were shot outside a home. they are trying to see if any shootings are related. we understand police chief howard jordan will be at the news conference at 9:30 to brief reporters. michelle? >> holly quan, thank you so much. the oakland city council will consider tonight whether to pay a quarter million dollars to hire an anticrime consultant, that consullant william bratton previously led the police departments in new york, los angeles and boston. he has plenty of strong supporters and critics. bratton has a history of helping reduce crime but some are concerned about the death sentence and stop and frisk tactics.

phone. so people are buying other types of phones, android phones, but also interestingly a lot of folks are buying older iphones, the iphone 4-s is a great phone. they keep it on the market, even the 4 is still out there as a free or $49 phone. >> the latest model is not always the better? >> it's not compellingly better, how many folks say, yeah, i have a 4-s and didn't jump on the 5? there already massive sales tomorrow because of pentup demand but we're seeing the market saturation, a lot of folks who were going to get one have gotten one, there's not as much head room for the entire industry, let alone apple to grow more. >> do you think the decline has anything to do with steve jobs' death? >> we're not seeing as much innovation, folks will be asking tomorrow is tim cook going to bring the next amazing wow product to market? that's not fair, that's not his
